suggesting items before user has typed anything

I looked thought all the options but nothing seemed to do this. I’m looking for something that would suggest items the way AJAX does it when the user clicks the search but before they have started typing. This lists can be automatically generated based on popularity or something, or from a list I set. Anything along those lines or ways to achieve this.

Failing this being part of it is there a process to add this in anyway maybe by making a plugin that ties into it? I am a developer just never made any plugins for WP before but would be willing to look into it if it might gain me this feature(assuming it’s possible).
